C1) Safety Assessment Program (SAP) Evaluator Training & Certification*

Class Description:

This class trains civil engineers, architects, and building inspectors to do field evaluations of buildings and other infrastructure for safety after a disaster. This training provides professionals with information to quickly evaluate damaged structures, identifying those buildings that people can return to, while marking those that are unsafe or have restricted use. It accepts civil, structural, geotechnical, and architect licenses from any state, along with many ICC building inspector certifications. The program works in compliance with ICS, SEMS and NIMS.

*Certification and Cal OES SAP Registration ID Cards are included in registration fees for this class. A few additional items/verification will be required before Registration ID Cards are issued (only for those who qualify by license or ICC Certification--details below).

Here's how Certification/Registration ID Cards work:

All attendees who complete the entire six-hour class will receive a Certificate of Attendance from OBOA, as well as a separate certificate issued by the Cal Office of Emergency Services (OES).

To receive a Cal OES SAP Registration/ID card and placement in their active database, attendees must first verify they are eligible. Eligibility is based on a variety of Approved Licenses and Certifications -- verify HERE.

Those who qualify (from this list) must then complete a Cal OES SAP Evaluator Registration form (to be submitted to Cal OES for approval).

Learning Objectives:

  • To learn the SAP Evaluator role and procedures for posting buildings after a disaster such as flooding, windstorms, earthquakes, etc. Those who have a qualifying background/certifications can apply for and obtain certification as an SAP-Evaluator through California’s Office of Emergency Services.

Class Materials/Books to Reference: 

  • Familiarize yourself with the Cal OES (Office of Emergency Management) Safety Assessment Program and materials in advance of the class.

  • Upon registration, attendees will follow additional steps to obtain the Cal OES SAP Evaluator Certification and Registration ID Card; all are included in registration fees.

About our Presenter:

Steve McGuire graduated in 1976 from the University of Oregon with a Bachelor of Architecture degree. In 1990 Steve became employed by the City of Eugene as a plans examiner. Steve was the Plan Review Supervisor for the City of Eugene Building Permit Services for ten years. Steve is currently the building Official for Lane County.

ICC Preferred Provider Program Continuing Education Credit (ICC PPP CEUs):

OBOA is an approved International Code Council (ICC) Preferred Provider. The Preferred Provider Program recognizes and promotes ICC-approved educational offerings as they relate to codes, standards and guidelines, as well as building construction materials, products and methods. ICC certificate holders may obtain ICC CEUs from Preferred Providers that can be applied toward the renewal requirements of ICC’s certification program. It is the intent of OBOA that all classes offered at institutes will be approved for the Preferred Provider Program.

ICC PPP Approved Course | 0.6 CEUs (must attend all six hours for credit)

An ICC CEU is a continuing education unit; each 10 clock hours of continuing education equals 1 CEU. Our typical one-day seminar has 6 hours of instruction, or 0.6 CEUs. Credit is awarded for a variety of activities wherein the objective is achieving relevant professional knowledge beyond that required for initial certification. Participation in all OBOA courses are approved for International Code Council (ICC) certification renewal continuing education credits as noted for each class. Please check with your appropriate jurisdiction and/or institution regarding your specific continuing education credit needs.
