Class Description
This is a full-day training for building safety evaluations following the ATC-20 (Post-Earthquake) and ATC-45 (Windstorms and Floods) building safety evaluation procedures.
The State of Oregon has recently created the Oregon Safety Assessment Program (OrSAP). This program creates a verified and maintained list of credentialed Building Safety Evaluators (BSEs) that can be called out in an emergency. OrSAP uses the building safety evaluations of the ATC-20 (Post-Earthquake) and ATC-45 (Windstorms and Floods) building safety evaluation procedures. This course will provide training with these two evaluation procedures in addition to, a basic overview of FEMA’s National Incident Management process, as well as Oregon specific hazards and OrSAP functionality.
Class begins promptly at 8:30 am and ends by 4:00 pm and offers six hours of ICC continuing education units/credit. A hot breakfast and lunch, all-day coffee and refreshments will be provided to registered attendees.

About our Presenters
Paul is the Chief Plans Examiner for the City of Hillsboro Building Department, with 20 years of plan review experience in Oregon. Prior to his work as a plans examiner, Paul spent 20 years in the construction industry delivering residential and light-commercial construction projects. Paul received the highest level of building code certification as a Master Code Professional in 2009. Paul has also been active in code development for many years and is currently filling the committee chair position for the OBOA Codes Committee.
Chris Wong, PE, SE, is a licensed civil and structural engineer in Oregon and California. Chris has 18 years of experience in structural design, evaluation, and structural plan review of building structures. He is currently a structural engineer for the City of Hillsboro Community Development Department. He is a member of the Structural Engineers Association of Oregon (SEAO) Structural Engineers Emergency Response (SEER) subcommittee and has been active in the past year assisting with the development of the Oregon Safety Assessment Program (OrSAP) building safety evaluator training.
Class Materials/Books to Reference
ATC-20 and ATC-45 Field Manuals are required for this course. Cost of books is added to registration of this course and will be provided onsite.

ICC Preferred Provider Program Continuing Education Credit (ICC PPP CEUs):
OBOA is proud to be an approved International Code Council (ICC) Preferred Provider. ICC certificate holders must obtain a specified number of CEUs every three years in order to maintain their certifications and a portion of these CEUs must be obtained through Preferred Provider or ICC training. The Preferred Provider Program recognizes and promotes ICC-approved educational offerings as they relate to codes, standards and guidelines, as well as building construction materials, products and methods. ICC certificate holders may obtain ICC CEUs from Preferred Providers that can be applied toward the renewal requirements of ICC’s certification program.
ICC PPP CEUs: 6 In-Person Contact hours / 0.6 CEUs
An ICC CEU is a continuing education unit; each 10 clock hours of continuing education equals 1 CEU. Our typical one-day seminar has 6 hours of instruction, or 0.6 CEUs. Participation in all OBOA courses meet the needs for International Code Council (ICC) certification renewal continuing education credits as noted for each class. Please check with your appropriate jurisdiction and/or institution regarding your specific continuing education credit needs.
