The City of Bremerton, Washington, (pop. 40,500), is located east of the Olympic Mountains and directly across Puget Sound from Seattle. Under the direction of the Community Development Director, the Building Official performs work necessary to manage the City's Permit Center and the daily operations of the City's building plan review, inspection & permitting functions, and tax & licensing.

Duties include preparing recommendations to the Director on the division's work program and budget, providing supervisory direction to others in executing the division's work programs, and managing the Community Development Department when the Director is absent. The Building Official directly oversees 4 FTE's in the Building Plan Review & Inspection group, and 2 FTE's in Tax and Licensing, a new division for the department.

An associate degree in construction management, architecture, engineering, or a related field is required. A minimum of 7 years of progressively responsible work experience in building code enforcement as an inspector, plans examiner, or comparable private sector position is required, as well as 2 years of experience in a supervisory or managerial position. Certification as a Building Inspector, Plans Examiner, or Building Official through the International Code Council is required.

The Planning and Development Services Division, Building Services section within the Department of Land Use and Transportation is currently hiring for Building Permit Technicians. This team is a full-service building permit office for all phases of construction on commercial and residential properties in unincorporated Washington County and inside the city limits of Banks, Gaston and North Plains. Building Services also provides electrical permitting, plan review and inspections for the cities of Cornelius, Durham, Forest Grove, Sherwood, and Tualatin and plumbing permitting and inspections for the cities of Banks, Gaston and North Plains.

As a Building Permit Technician, you will be responsible for maintaining the file room, ensuring department files and records are organized and updated. Essential responsibilities also include providing verbal and written information to the public about County building permit processes and procedures to ensure a thorough understanding of the building permit process as well as providing assistance for technical issues. In addition, you will assist field inspectors, plans examiners, planners, other County departments, local government agencies and the public with the research of permit records.  We will be accepting applications for both entry-level and journey level vacancies during this recruitment. Building Permit Technician I - $20.70 - $25.16 per hour. Building Permit Technician II - $23.43 - $28.47 per hour.

Education and Experience

A typical way to obtain the minimum required knowledge and abilities would be:

  • Building Permit Technician I: A high school diploma or equivalent; AND Two (2) years of administrative support and customer service experience related to land use regulations, the building process, the construction industry, drafting, or mapping; OR One year equivalency of college-level course work in construction technology, blueprint reading, drafting, building inspection, and urban planning AND one (1) year of work experience involving administrative support and customer service related to land use regulations, the building process, the construction industry, drafting, or mapping. PURPOSE:

Seeking a candidate who brings a strong emphasis on commercial building inspections and commercial plan reviews in their previous work experience. Performs a variety of specialized technical work involving the inspection of industrial, commercial, and residential building construction for compliance with National, State, and Local building codes and ordinances; reviews building plans and specifications to ensure that proposed structural, electrical, plumbing, mechanical, energy, and/or other building systems meet standards. EDUCATION, TRAINING AND EXPERIENCE

  • Substitution: An approved one year inspection-related education program and one year of construction or inspection-related experience or be a registered Oregon Architect, a certified Oregon Professional Engineer, or have a Bachelor's or Master's degree in architecture or civil or structural engineering.
  • Desirable Qualifications: Additional building inspection certificates beyond the minimum required are desirable such as: State of Oregon Manufactured Structure Installation Inspector and International Code Council Fire Plans Examiner Certifications.

The purpose of this position is to perform professional and technical level work in the building code enforcement field by the review of plans, specifications, and calculations to verify their conformance to the building construction related codes adopted by the city of Vancouver; provide advice to the public and other staff members regarding the engineering, fire and life safety, mechanical, plumbing, and electrical aspects of the codes.

Position Status: This is a full-time, regular, non-exempt position. Work Schedule: The schedule for this position is M-F, 8 am to 5 pm. Salary Schedule Range: Plans Examiner II: $4,941-$6,316 monthly and Plans Examiner III: $5,453-$6,972 monthly. Union Status: This position is covered by the provisions of an agreement between the City and the Plumbers & Steamfitters Union. Regular employees in this position are required to pay union dues.

FUNCTIONS:  Perform technical review of construction plans, specifications, and calculations to verify compliance with all applicable codes City and State codes and regulations.

Level II

  • Reviews single family structures (attached and detached), duplexes, accessory residential structures, single family licensed care facilities, multi-family structures up to 3 stories, commercial structures up to 4000 sq. ft., and all tenant improvements.

Level III

  • Reviews all types of buildings and structures.
  • Research into the intent of code requirements to assist people in their attempt to comply with such requirements. 
  • Provide building code assistance to permit counter staff and customers as necessary; 
  • Consult with architects, engineers, contractors, developers, and other permit applicants to assist them in understanding the code requirements;
  • Conduct site visits where field information is helpful or necessary in verifying compliance with building code requirements; work with pre-lease team in assisting applicants/businesses who are considering construction projects. Drive and maintain the appearance of various city vehicles in a safe and appropriate manner when performing site inspections work. 
  • Perform related duties and responsibilities as required.

MINIMUM QUALIFICATIONS:

Education and Experience

Level II:

  • Associate degree with major coursework in architecture, engineering, building inspection, construction technology, or related field.
  • At least two (2) years of experience in construction trades as contractor, building inspector, plans examiner.
  • I.C.C. certification as IBC Building Plans Examiner and one other Plans Examiner or Inspector certification within one year of date of hire.

Level III:

  • Associate degree with major coursework in architecture, engineering, building inspection, construction technology, or related field.
  • At least four (4) years of experience in construction trades as contractor, building inspector, or plans examiner.

Job Introduction:
