The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombudsmen to help consumers, injured workers, and businesses. This position is with the Building Codes Division (BCD). BCD adopts and enforces the statewide building code relating to the construction, reconstruction, alteration and repair of buildings and other structures and the installation of mechanical, plumbing, and electrical devices and equipment. This position is represented by the American Federation of State, County and Municipal Employees union (AFSCME).

Here's what you will do: As the Assistant Building Official, you will:

  • Assist the Building Official in evaluating program delivery, staffing levels, service methods, and systems for effectiveness and aid in the development of process improvements
  • Adapt and design new policies and procedures related to division's delivery of building department services through multiple geographical locations
  • Examine construction plans, blueprints, architectural drawings, designs, and other documents, involving structural analysis of large and small commercial and industrial structures, and one & two family dwellings for compliance with complex technical codes and standards
  • Provide code interpretation guidance and counsel on highly technical issues
  • Provide advice and problem-solving assistance on technical or problematic issues to division staff and inspectors, building departments, fire departments, architects, engineers, other state agencies and public throughout the State

  • The Chief Building Official position has not been filled since the Great Recession. This means that the new Chief Building Official will be taking over a team that has not had a senior leader in almost 10 years, and leading this team will require patience, persistence, vision and the ability to motivate individuals and a team. 
  • The Department is developing a new organizational culture that will be centered on accountability, communication and trust.
  • There is a lack of consistent systems, processes and business practices in the Building and Safety Division. The new Chief Building Official will need to have background in continuous process improvement and be able to overcome resistance to change and a "that's the way we have always done it" sentiment among team members.
  • The City is moving to a new Land Management/Permitting System. The new Chief Building Official will be expected to help lead the development and implementation of this System so knowledge of these kinds of systems will be absolutely needed.

GENERAL STATEMENT OF DUTIES Inspects all types and stages of electrical installations and plans for compliance to the Oregon State National Electrical Code as adopted by Marion County; performs other related duties as required.

JOB DUTIES Inspects electrical installations and systems during construction to ensure compliance with applicable requirements. Reviews construction plans for completeness and compliance with County codes and policies as required to assist applicants. Assists and advises the general public in matters relating to electrical equipment, products and code requirements. Reviews commercial electrical plans for code compliance as required. Maintains records and compiles reports of inspection activities. Provides advice and guidance to individuals with limited electrical skills to assist such persons in complying with applicable codes. Appears in court when the occasion warrants it to testify regarding electrical installations. Extensive driving possibly up to 200 miles per day. Investigates complaints and inspects existing electrical systems and appliances to determine if hazardous or illegal conditions are present. Prepares written reports; issues notices to correct violations; issues "stop work" notices. Provides electrical code training to other department personnel.

MINIMUM REQUIREMENTS EXPERIENCE AND TRAINING Ten (10) years of experience in the electrical trade.

NECESSARY SPECIAL CHARACTERISTICS Possession of Oregon State Electrical Inspector certification. Possession of, or obtain within 30 days of hire, an Oregon Inspector Certification (OIC).
